The Washington State Senate on Feb. 13, 2026, adopted Senate Resolution 8665 recognizing February as Black History Month and honoring the history and contributions of Black Washingtonians.
Senator Nobles moved adoption and opened with remarks emphasizing representation and leadership in state institutions, saying, “The higher you aim, mister president, the higher you land.” Nobles framed the resolution as a reminder of the role of ancestors and the continuing responsibility of public service.
The resolution text, read aloud by the secretary, praised the resilience and leadership of Black Americans, cited historic injustices including enslavement and segregation, and called on the Senate to honor those who have advanced opportunity across education, labor, business, the arts and public service. Nobles also noted the timing of the resolution on African American Legislative Day and referenced a committee hearing on the appointment of Megan Matthews to lead the Washington State Office of Equity.
After remarks, the Senate adopted the resolution by voice vote; presiding officers recorded the ayes and declared the resolution adopted. Following the adoption, the president invited representatives of the NAACP Alaska, Oregon, Washington State Area Conference and Delta Sigma Theta Sorority Incorporated to the gallery, asking State Area Conference President Shalee Secrest and guests to stand and be recognized.
The resolution is a ceremonial recognition by the Senate; no regulatory or funding actions were included in the measure. The Senate proceeded to further business after the adoption.
