Tooele City Council narrowly approves amendment adding property to military development project area, 3–2

The Tooele City Council voted 3–2 to approve Resolution 2025-98, which amends an interlocal cooperation agreement to add additional property to a military installation development authority project area. Economic Development Director John Perez presented the proposal as a continuation of prior negotiations and said the amendment could generate an estimated $8 million to $10 million that could fund fiber or rail infrastructure.

During discussion, a council member expressed reservations about the timeline and whether approving the amendment effectively ceded land-use authority for the property to the development authority. Perez replied that the city retains representation on the authority’s board and that the amendment was intended to preserve potential tax increment funding without reducing the city’s long-term benefit: "We're not losing ... we're gaining at the end of the day," he said.

Councilwoman Gauthier moved the measure and Councilwoman Manzione seconded. The roll call vote recorded Gauthier and McCall in favor and Hansen and Brady opposed, producing a 3–2 approval.

The resolution amends the existing interlocal agreement; council members asked staff to continue clarifying details such as timing and any limits on disclosure around water-rights negotiations mentioned during the presentation.
