Representative Snyder links HB 523 to Great Salt Lake conservation, conditions shelter plans on fulfilled commitments

Representative Snyder presented HB 523 as a legislative response to what he described as unmet commitments on long-term conservation around the Great Salt Lake. Snyder said a prior bill he ran allowed Salt Lake City to break a conservation easement on a parcel that was intended for conservation and that promised trades and commitments to protect nearby lands have not been followed through.

Snyder said he will not support further actions that would break conservation protections unless the earlier commitments are honored. He described the land transaction history (including purchases of roughly 600 acres in a recent deal) and said some parcels under contract contain wetlands that make their use sensitive. Snyder also said his bill would leave open the possibility of a temporary shelter but with limits: he referenced a cap of no more than 300 beds while conservation and other issues are resolved.

Members asked which state and private entities had not followed through and whether the bill would still allow a temporary shelter site; Snyder answered the concerns by pointing to outstanding promises and said he expects further conversations with Salt Lake City and other stakeholders. No formal motion or vote on HB 523 occurred at this meeting.
