The Erda City Council voted unanimously on Jan. 11 to adopt Resolution 24-01, appointing Nancy Martin to the Planning & Zoning Commission to fill a District 3 vacancy through the remainder of the term.
Council members questioned whether district representatives are appointed unilaterally by their council member or whether appointment requires a council resolution. City legal staff read the ordinance language aloud and said appointments "shall be by resolution of the council," indicating the council must adopt the resolution to effect the appointment.
Several council members said they were concerned that Martin had recently advocated for changes to a land-use ordinance and described that as evidence she "has an agenda." Martin addressed those concerns directly at the podium: "If something is in writing... and you abide by that rule, I don't have a problem with that," she said, adding that she would "make an educated decision" and "follow the rules of the state or... city ordinances." She told the council she has experience on national boards and said she would bring a broad perspective to the commission.
Why it matters: The Planning & Zoning Commission reviews land-use matters and makes recommendations to the council. Council discussion reflected a tension between a district representative's desire to bring local concerns to the table and other members' interest in ensuring appointees will follow existing code.
Vote and outcome: The motion to adopt Resolution 24-01 was moved and seconded, and a roll-call vote recorded unanimous approval for Nancy Martin to join the commission under the terms of the resolution.
