Area Plan Commission members discussed revisions to the Unified Development Ordinance to address temporary structures and small RV parks as demand rises for construction‑period housing and contractor camps.
Staff reported (citing Dana Bertram, health department contact) that a residential septic with appropriate design could serve two RV sites where combined daily flow is under 750 gallons; a nine‑site park could therefore require up to five separate residential systems or must undergo commercial plan review. "For now every 2 sites would need a separate residential system," a staff speaker said when summarizing guidance.
Commissioners flagged several unresolved items: verification of septic capacity, whether holding tanks with high‑level alarms are acceptable, frequency and documentation of pump‑outs, and who inspects or enforces compliance. Members asked staff to invite the health official to the March public hearing so that technical questions on tank sizing, occupancy assumptions and inspection requirements can be answered on the record.
The APC also asked planner Brad Johnson to present the draft ordinance language at the March meeting so the commission can hold a public hearing at the April 6 county‑commissioners meeting after appropriate advertisement (staff noted a 10‑day newspaper advertisement requirement). No final policy was adopted at this meeting.
