Board members pressed the school division to provide formal requests for proposals and a prioritized capital list after repeated verbal estimates about repairs at Crewe Primary.
Supervisors said they had repeatedly asked the school system for a triage list of capital-improvement needs but had not received clear, written priorities. During discussion a $4 million figure for replacement of Crewe Primary’s HVAC system was cited; board members said they needed a written RFP and itemized cost analysis to decide whether to budget funds directly or present a borrowing request. Members discussed reappropriation and past references to a $3 million request that was described as federal and state money carried forward, and asked staff to secure formal RFPs in time for the county’s budget process.
The board asked Administrator Bowen and staff to request both upfitting and full-replacement proposals and to provide numbers the board can include in budget deliberations.
