Public commenters and council push for independent accounting and more transparency around LAPD spending

Public commenters and several councilmembers pressed for greater transparency of LAPD spending and for independent accounting of certain expenditures.

During public comment, Andrew Reigner said funds were being shifted toward LAPD at the expense of other municipal services and stated, in Spanish, that the department "han matado a gente," a claim he repeated while urging council action on contracts and bonuses.

In the presentations that followed, councilmembers said the LAPD had provided limited information about travel and expenses and asked staff to include prior inspector general recommendations in any feasibility analysis. One speaker asked that the controller (Office of the Controller) review ATT expenditures and travel before related actions proceed.

Councilmembers agreed the proposal required further cost analysis and a clearer role definition for the bureau in question; staff said they would coordinate with the Chief Administrative Office (CAO), City Attorney's office (CLA), and Department of Personnel to produce a fuller report. The record shows the council did not conduct detailed questioning of LAPD staff in this session and the item will be revisited with the requested analyses.
