The Green Bay Redevelopment Authority approved several development agreements that move forward single-family and townhome construction on infill parcels.
City staff reported that three developers responded to the request for proposals: Purdue Homes, NeighborWorks Green Bay and Habitat for Humanity. Staff said Redu (Redu Homes) submitted a proposal for single-family homes on lots 8–11 and that townhome proposals along Grand Boulevard are planned for a later meeting. The single-family units were described as 1.5- and 2-story homes with three bedrooms, two full baths and two-stall garages; staff said those lots will be offered at market rate. Multi-family portions of the broader redevelopment will include workforce housing targeting households at roughly 80–120% area median income.
Staff noted a site-preparation arrangement in which Redu will help remove fill the city otherwise would need to have hauled away, billing the city at $125 per truckload once the dirt is removed. Members asked about prior city expenditures on dirt movement and how fill material can be reused; staff said they coordinated the per-truck fee with the parks and public-infrastructure staff overseeing excavation.
Developers indicated readiness to begin work as final plats are approved; staff said construction could start as soon as spring once plat transfers and approvals are complete. The RDA approved the agreements by voice vote.
The RDA also approved a separate one-year development agreement for a six-unit townhome proposal at 1118 and 1124 North Van Buren Street and 910 Reber Street; those units were described as market-rate, owner-occupied townhomes (approx. 1,440 sq ft, three bedrooms, two-and-a-half baths).
