County staff told the board they canceled a prematurely-issued solicitation and will resend it after obtaining the county’s formal approval. Speaker 3 said the county-level approval was required before the RFP/RFQ could be issued and that several prospective bidders already inspected the site.
On funding, Speaker 3 said the department will pay half of the cost from its foundation rather than county general funds: “Department is gonna pay for 50% out from their, their foundation.” Board members discussed whether the document should be labeled RFQ (qualifications only) or RFP (price and qualifications); staff confirmed the current solicitation sought qualifications for consultants.
The motion to approve the RFQ/RFP was moved and seconded; Mrs. Bogdan provided a second and the board approved the motion by voice vote.
Next steps: staff will reissue the solicitation after the board’s approval and collect proposals for consultant qualifications and pricing as described in the packet.
