The council passed Ordinance 13-24 on second reading to change approximately 9.415 acres at 4155 Peters Road to Conservation District zoning, the final step in a months-long annexation process. Council member Kessler sponsored the ordinance and Mr. Green described the property as the site for a new substation. No members of the public spoke during the hearing; the roll call recorded unanimous approval.
Council approved Resolution 18-24 to authorize funding steps for an outdoor fitness court tied to the 2024 National Fitness Campaign. Mr. Green said the city received a $30,000 grant and is pursuing additional support from Upper Valley Medical Center and local donors; the resolution passed though one council member registered opposition over site choice and prioritization of limited CIP funds.
Resolution 19-24, a submission of tax-budget-format information to the Miami County Budget Commission required under Ohio law, and Resolution 20-24, which authorizes employer contributions to employee health savings accounts (proposed at $3,000 for family coverage and $1,100 for single coverage for plan year 09/01/202408/31/2025), both passed unanimously.
Council confirmed Tasha Weaver's appointment to the Restoration and Architectural Board of Review to fill an unexpired term through Dec. 31, 2024. It also approved a license for encroachment at 101 West Broadway (allowing a maximum encroachment of roughly 4.61 feet into the right-of-way with a commitment to build a 5-foot concrete sidewalk curb to maintain at least a 4-foot walking path) and voted not to request a public hearing on a liquor-license application from Ohio Springs Inc. d/b/a Sheetz at South County Road 25A.
The meeting closed its public portion with routine announcements and community reminders. Council then voted to enter an executive session under the Ohio Revised Code to discuss personnel matters, specifically hiring a new city manager; no decision about that hiring was announced at the public meeting.
