Council roundup: salt contract, liquor-license hearings and routine approvals

Tipp City Council used its regular meeting to approve several routine but consequential items: participation in the Ohio Department of Transportation (ODOT) cooperative purchasing program for road salt, a set of motions to avoid public hearings on a specific C-2 liquor license application and on annual renewals, and approval of prior meeting minutes.

Resolution 17-24: ODOT road salt cooperative
Staff requested authorization to participate in the ODOT cooperative to purchase roughly 400 tons of road salt at a competitively bid price. Council sponsored and seconded the resolution; a public hearing drew no speakers and the resolution passed on roll call. The resolution was recorded as Resolution 17-24.

Dollar General C-2 license: repeal and no-hearing motion
Council revisited a prior motion that had asked for a public hearing about a new C-2 liquor license application for Dolgen Midwest LLC (DBA Dollar General at 3285 S County Road 25A). The law director told council there had been potential confusion about which property the application targeted and explained that the Division of Liquor Control requires evidence to object to an application; staff also noted a 30-day extension from the division. Council voted first to repeal the earlier request for a hearing and then voted to "not request" a public hearing on the applicant's C-2 application. Both motions were taken after the public hearing periods opened and closed with no public testimony.

Blanket renewals procedure
As part of an annual administrative process, council considered whether to request public hearings on any and all liquor-license renewals within the city. The clerk explained this is a routine blanket item; the police chief advised there were no current issues with the city's license holders. Council voted to "not request" public hearings for renewals.

Council also approved minutes for prior meetings (04/10/2024, 04/15/2024 and 04/25/2024) on voice/roll-call motions.
