Tipp City Council agreed to pursue grant funding for a scaled-back outdoor fitness court through the National Fitness Campaign (NFC) and an associated UVMC/UBMC matching program, while reserving final commitment on city funds.
City staff said the project was reduced to lower costs and explained a fast-approaching grant deadline (May 17). Staff gave a cost breakdown: the scaled project estimate is $273,000; NFC would provide $30,000; a 30% UBMC match would amount to approximately $81,900; staff estimated the city's remaining share would be about $161,100 (the CIP line originally showed $352,000). If the grant and match come through, the net CIP impact was estimated in the meeting at about $190,900.
Staff recommended siting the fitness court near restrooms along the bike trail to maximize use by trail users and to take advantage of water and restroom infrastructure. The product includes a short, seven-minute circuit and links to an app used by other municipalities.
Council members reported mixed feedback from a senior-center meeting: some questioned whether the senior population would use the outdoor equipment, while others emphasized broader community usage by trail users and events. Several council members said they supported applying for grant funds and then revisiting project scope and funding in a study session before moving forward with construction.
Council agreed to authorize staff to apply for the NFC grant and to return with more detailed information for council review. No final contract or appropriation was approved during the meeting.
