The adopted handbook language specifies that the chairman of the board has authority to determine closures and that employees will be notified through appropriate county channels. It clarifies pay and leave rules: eligible employees scheduled to work on a full-day closure will be paid for the hours they were scheduled, and when buildings open late or close early employees will be paid for the portion of their scheduled shift affected. The handbook also defines "critical operations" and notes that employees in roles deemed critical by department heads are expected to report unless otherwise directed.
Why it matters: Supervisors debated operational details, including whether employees who were required to work during closures (for example plow drivers or jail staff) should receive an extra vacation day as compensation. Committee members discussed equity between union and nonunion staff and noted that any permanent change affecting bargaining units would likely require collective-bargaining or an MOA.
Outcome and follow-up: The committee approved the handbook changes with edits to the closure and pay wording and asked staff to refine the definition of critical positions and the notification process. Supervisors requested the policy include language about payment for actual hours closed (so employees are paid for hours they were scheduled to work), and staff agreed to edit accordingly and return if further clarification is needed.
