Springettsbury Township’s Board of Supervisors authorized the township manager to execute a gift agreement with the Pennsylvania Historical and Museum Commission (PHMC) for artifacts recovered during 2023 excavations, voting 4–1.
Solicitor James told the board that PHMC holds gifted artifacts in perpetuity and maintains policies and procedures for conservation, insurance, and loans. He said the commission was reluctant to accept restrictions such as a township right‑of‑first‑refusal for returned artifacts but indicated it would support loaning items back to the township under commission loan policies.
Board members debated whether the township should retain local control and display artifacts in locked cabinets or transfer them to PHMC for long‑term preservation. Carol noted artifacts recovered in prior excavations are currently stored in Jonathan Stayer’s closet awaiting transfer and argued that items might be safer under PHMC care. Solicitor James offered to forward the commission’s loan documentation to the board for review.
A motion to authorize the manager to execute the gift agreement was made and seconded; the board approved the motion 4–1.
What happens next
The manager will execute the gift agreement; staff and the solicitor will review PHMC loan requirements and insurance specifications to determine what could be displayed locally under a loan arrangement or whether items will remain housed by PHMC.
