North Wasco board adopts operating agreement after tense discussion on transparency

After extended discussion about wording and meeting practices, the North Wasco County SD 21 board voted to adopt a board operating agreement with edits at its Jan. 22 meeting.

The proposal—crafted over prior work sessions—covers purpose, shared commitments, meeting practices and student representative roles. Board members debated a phrase in the purpose section and agreed on edited language to "work towards becoming and function as a team," a change intended to reflect continuous improvement.

Director Winn Ellich sharply criticized board process and communication during the meeting, saying some members had not been informed of objections before a previous 5–2 vote and calling into question the use of the words "honest" and "transparency" in the draft. "I just feel like it's 5 to 2, and 5 of you knew what you were gonna vote before this became an action item," the director said. The chair and others acknowledged the concern, and the board agreed to annual review of the operating agreement in August.

Despite the tension, the motion to adopt the agreement with the recommended edits passed 6–1. The board indicated the agreement will be revisited annually and that staff will circulate the final signed copy to members and student representatives.

The operating-agreement debate also produced clarifying edits to decision-making timelines (staff requested Monday as a response deadline for substantive questions to allow adequate research), student representative language was confirmed as reviewed with student reps, and meeting-notice expectations were refined.

The board closed the item by scheduling an annual review and asking staff to ensure communication procedures align with the agreement's commitments to candid student perspective and collaborative decision-making.
