The Moraine City Council Committee of the Whole voted to have legislation prepared to correct clerical errors in the FY2026 budget and reappropriate previously approved funds.
Finance director said the corrections include a $20,000 police capital amount that should be recorded in the federal forfeiture fund from Department of Justice asset-forfeiture proceeds, and a $151,492 upward adjustment to the health insurance reserve fund to match premium estimates across departments. "I'm requesting supplemental appropriations to correct this clerical error," the finance director said.
Councilmember (unnamed) moved to prepare legislation per the finance director; the motion passed by roll call with Mayor Murphy and Councilmembers Miller, Doherty, Delf, Witt, Allen and Marcus recorded as voting yes. The finance director told the committee these budget adjustments are a flow-through and "will have no impact on the general fund." Emergency legislation was requested to be added to the Feb. 26 council meeting agenda.
The committee did not debate reallocation of policy priorities or general-fund spending during the discussion; staff characterized the changes as accounting corrections tied to previously approved items. The action directs staff to draft the required ordinances for formal council consideration at the upcoming meeting.
