Parks staff asked the Moraine Committee of the Whole to reappropriate funds that were approved in 2025 but not spent, seeking $242,000 for splash-pad design and $200,000 for demolition of the old splash-related building.
The parks representative said the 2025 purchase order for the demolition was not opened, leading to the request to reappropriate the funds in 2026. "I'm here to ask for that money, to supplement to back into the capital improvement budget fund," the parks representative said, adding a goal of completing demolition before the Fourth of July. Staff said the splash-pad project itself remains on track.
An unidentified councilmember moved to place the splash-pad and demolition supplemental appropriation request on the next council meeting agenda; the motion passed by roll call with Mayor Murphy and Councilmembers Miller, Doherty, Delf, Witt, Allen and Marcus recorded as voting yes. Council members later confirmed that a second motion was not required because this is a reappropriation of previously approved funds.
