The City of Columbia council on Feb. 12 approved a series of ordinances and resolutions, including the annexation of properties off Darks Mill Road, abandonment of a city right-of-way and first consideration of a planned unit development master plan.
On second and final consideration the council approved Ordinance 4579 to annex multiple parcels off Darks Mill Road into the city. Resident Justin Batt spoke in support, thanking council and staff for what he called a civil process. The motion passed by roll call.
Council also approved Ordinance 4580, authorizing the abandonment of Columbia Rock Products Road right-of-way and directing the mayor to execute quitclaim deeds to the property owner. The ordinance passed on second consideration by roll call.
The council took up Ordinance 4578, amending Ordinance 4,400 (the zoning ordinance) to add 810 Woodland Street to the Commercial Downtown Historic District Overlay (Ward 3). Mayor (name not specified) recused himself; Vice Mayor McBroom presided. Council said the item had been discussed at a prior study session and advanced it on first consideration, with the mayor recorded as abstaining due to the recusal.
On budget business, council approved first consideration of Ordinance 4581 to amend the FY 2025–26 budget (Ordinance 4544) to revise general capital projects and grants funds and set the public hearing for March 12, 2026.
Council also approved first consideration of Ordinance 4582, accepting the Morning Point preliminary planned unit development master plan (portion of tax map 112, parcel 3.07) in Ward 1.
Earlier in the meeting, a block of routine actions passed by roll call: Resolution 2605 (tax corrections); acceptance of public streets and drainage for Polk Place Subdivision phases 1–3; Resolution 2607 (special assessment corrections); acceptance of a $300 donation from Mid South Electric for a parks staff luncheon (2608); authorization to apply for the comptroller's financial excellence award (2609); application for the 2026 rescue squad grant (2610); and acceptance of Greystone subdivision streets and drainage (2611).
The consent agenda included December disbursements of $13,144,601.49, a $121,000 payment to Murray County for the City of Columbia Bridal Services facility, renewal of liability and auto insurance for $578,175, purchase of desktop towers and tablets from Dell Technologies for approximately $227,935.43, and a contract award to Steelhead Building Group for $1,463,805 to complete the Ridley Pickleball Complex addition and Woodland Park tennis renovations. Councilors approved the consent items by roll call.
Two Spring Hill items were considered separately: council approved item 7.15, a reimbursement agreement to allow Spring Hill to reimburse Columbia for costs if Columbia engineers study Spring Hill’s sewer system, and item 7.16, a contract with JR Wofford & Company to evaluate Columbia's wastewater collection system to assist Spring Hill.
The meeting concluded after other routine approvals and a motion to adjourn passed by roll call.
