Council approves budget amendment, childcare variance and conditional use for auto body; several ordinances move forward as first readings

Childcare site variance: Tisha Manning described a variance request to reduce required open space at Nyquiste Commons for the Adventure World Kids childcare center (Units 1386/1388). Staff recommended approval with conditions (the built survey demonstrates the fenced area and a certificate of use must remain active; building permit required for installed fence). Applicant Nicole Morales was present; after council visits and staff review, the council approved Resolution 2026‑003R with conditions, 5‑0.

Conditional use — auto body: A conditional‑use application for Emerald Edge Auto Body (400 DMI Court) would allow interior auto body work and painting in an I‑1 district subject to conditions prohibiting outdoor repair or storage, requiring designated parking and a recorded parking agreement. Staff stated the project was approved by the Planning Commission; the council approved Resolution 2026‑005R, 5‑0. Resident Jacqueline Odom raised neighborhood flooding concerns related to adjacent development; staff confirmed a stormwater pond and setback were on the site plan and said the pond would mitigate runoff.

First readings: Council also advanced several ordinances to authorize plan amendments, zoning changes and annexations related to the Neo City South and Burr Oak Boulevard projects; those items were approved on first reading and will return for final hearing.
