The Keystone Central School District board on Feb. 12 appointed Roger Cashier to fill the Region 9 school board vacancy after a voice and roll-call vote.
Board President opened the special meeting and read the appointment procedure before a motion was made to choose between the two eligible candidates, Megan Houser and Roger Cashier. A board member seconded the motion and the members debated briefly before voting by roll call.
During debate, a member who identified himself as Bill raised a point of order, saying, “There is no the Clinton County Court does not have the authority to appoint someone directly in the absence of a petition by 10, members of that area.” Doctor Reffman, speaking for staff, said the court would act only after receiving a petition from 10 or more members of the region and that, until such a petition is filed, the board retains authority to make an appointment.
When the clerk called members for roll-call votes, Doctor Baldino and Miss Bohart both named Roger Cashier. Miss Lynch passed. Mister Miller named Roger Cashier, and Mister Scaff named Megan Houser. The clerk announced that Cashier received four votes and Houser one and declared, “Roger Cashier is the appointed Region 9 candidate.”
One board member praised both applicants, saying, “I think both candidates gave us a a good resume.” After the vote the president addressed the appointee: before taking the oath of office, the new director must submit a statement of financial interest to the school board secretary within 10 days. The president added, “I'll be honest with you, this was a very hard decision, and I can't thank you both enough and for your patience throughout this whole thing.”
The meeting adjourned after the appointment was announced.
