The North Kingstown Policy Advisory Committee voted Feb. 12 to forward a revised purchasing policy to the School Committee for approval. Chair Aaron Earl moved to send sections DJC and DJF, updated to reflect charter language, statutory citations and minority-business provisions; the motion was seconded and approved by voice vote.
Committee members had reviewed a redlined draft dated early January and asked staff to insert precise statutory citations and clarify contractor insurance and penalty language. Attorney Andrew Ennias identified a criminal penalty provision (cited in the draft as 45-55-17) and recommended including the citation near the relevant paragraph. Members also agreed to add scoring language to recognize small and minority-owned businesses, using state definitions and rubrics where appropriate.
To ease future referencing, the committee directed staff to standardize formatting across policies (numbered paragraphs and subparagraph letters) and to consolidate previous purchasing language into a single document. Aaron Earl said he would forward the revised policy, with the discussed edits, to the School Committee for final action. The advisory committee plans to return to remaining edits as needed; no roll-call vote was recorded for the forward motion, which passed by voice vote.
