The commission reviewed a limited‑project Notice of Intent for 16 Abbott Street (DEP file 234‑959). Diane of Field Resources presented existing conditions showing Rosemary Brook along the property line, and said the proposal removes an existing driveway and house features from the 25‑foot no‑disturb area, cleans debris by hand, and installs an infiltration system and new plantings.
Commissioners focused on invasive species observed on the bank (Norway maple, burning bush, Japanese knotweed, pachysandra, multiflora rose), and several commissioners urged that the applicant incorporate invasive control and a stronger native‑plant restoration palette. Clary and others encouraged additional native plantings and asked for a planting plan and invasive‑species treatment schedule as conditions prior to issuing an order. Staff said the existing estimate of impervious change within riverfront is about 246 square feet (2:1 mitigation = 492 sq. ft.) and noted the applicant must confirm the total site impervious calculations and update stormwater measures for the additional impervious area on the lot.
Given these outstanding items, the commission voted to continue the hearing to Feb. 26, 2026.
