Philadelphia City Council took a string of formal actions during its session, approving a zoning and business-hours ordinance, adopting multiple resolutions and authorizing oversight hearings.
On the calendar: Council unanimously passed Bill 250988, an amendment to the Philadelphia Code adding business-hour restrictions and related 5th District overlay provisions (the chief clerk recorded 16 ayes, 0 nays). Council also passed Bill 251031, which repeals the previously approved Packer Avenue overlay and related zoning changes (roll call: 16 ayes, 0 nays).
Council adopted Resolution 260086 commending the Pennsylvania General Assembly for including the Working Pennsylvanians tax credit in the 2025–26 state budget; Councilmember Rue Landau moved adoption and the motion carried. The council also adopted Resolution 260089 calling on the General Assembly to establish a regulatory framework and conduct a safety and labor-impact review of driverless shared vehicles operating in Philadelphia and throughout Pennsylvania.
Other items adopted included a package of privileged, ceremonial resolutions (recognitions for Black History Month, a '215 Day of Giving' observance, Lunar New Year recognition and 'Love Your Pet Day') and authorizations for hearings: the Committee on Housing, Neighborhood Development and the Homeless was authorized to hold hearings on the Office of Property Assessment, and a joint hearing between Public Safety and Parks, Recreation and Cultural Affairs was authorized to examine firearms in public recreation spaces.
