The Milton Sustainability Advisory Committee met on Feb. 10 and moved to formalize several governance items that staff said will guide the advisory body's work.
Chair Charlie Lancelot opened the meeting and confirmed a quorum. City Clerk Tammy Lowitt told members the committee is advisory and will provide recommendations to the city council rather than adopt policy. "Your voice is really going to matter," Lowitt said, urging members to use city-provided email accounts for committee business so communications remain subject to open records rules.
Lowitt reviewed Open Meetings Act procedures—motions, seconds and recorded votes—and clarified that a quorum must be physically present for the committee to act. She described the city's approach to minutes: committees will receive action minutes that list motions, seconders and outcomes rather than verbatim transcripts, and meeting videos will be posted online for reference.
The committee set a recurring meeting time: the second Tuesday of each month at 5:00 p.m., with the caveat that meetings may be canceled in low-attendance months. Members then moved to new business and nominated officers: Charlie Lancelot for chair, John Murphy for vice chair and Francia (Francia/Francia Linden) for secretary. The committee voted to appoint the three officers unanimously; the transcript records the approval as unanimous but does not supply a roll-call tally.
Lowitt also flagged attendance expectations and membership rules: members should notify staff if they cannot attend, and three consecutive unexcused absences can be grounds for dismissal. She offered follow-up help for members having trouble accessing city email accounts.
The committee adjourned at about 6:00 p.m. and staff said the group will continue governance and procedural orientation at future meetings.
