CRA executive director updates: parking lot paving, Mario Boulevard easements and a pending City Center development agreement

At the Feb. 11 Margate CRA meeting staff notified the board of a purchase order to Rose Paving for $52,854.61 to repair and resurface the Chevy Chase parking lot, including pothole repair and restriping. Staff said façade improvement work for CRA properties will be solicited from property managers and that quotes should return to the board in the next month.

Staff also reported progress on design work to underground overhead lines along Mario Boulevard from Atlantic Boulevard to Coconut Creek Parkway, noting that the necessary easements for the work will primarily come from Walmart and that staff is coordinating delivery logistics during construction.

On the City Center project, staff said Brookfield, Colliers and the CRA’s attorneys are negotiating a development agreement based on a term sheet the board reviewed in December. The development agreement is intended to provide a framework (unit ranges, phases, CRA contributions, milestones and timelines) and could be presented to the CRA as soon as a special meeting this month or at the March meeting. Staff and the city attorney reiterated that the CRA’s approval of a development agreement would not guarantee city approval of zoning, unit allocation or site plan; a prior multi‑year lawsuit arising from specific unit allocations was referenced as a cautionary example and board members emphasized the importance of preserving flexibility in the agreement.

Board members asked staff to provide meeting dates for landscape design reviews and for the travel policy to be circulated for discussion at a future meeting. Staff confirmed Panda Express is progressing through the design review committee and may apply for a CRA property improvement grant for façade work.
