The House Committee on Transportation reported a substitute to strengthen oversight of transportation network companies and their partners.
Delegate Glass summarized House Bill 12 73 (substitute), which adds reenactment language and imposes new requirements for TNC partners including increased frequency of background checks, additional disqualifying circumstances for partners, prohibitions on shared accounts or credentials, identity‑verification requirements, and civil penalties that would be paid to the Department of Motor Vehicles for administration. "The Department of Motor serve I mean, Motor Vehicles is in control and supervision of the regulations of transportation networks and TNC partners," Glass said when explaining the scope of regulatory oversight.
