Pleasant Grove Planning Commission on Feb. 12 voted to approve a preliminary 4‑lot residential subdivision plat for property at approximately 543 North 1380 East, a staff presentation said. The motion, moved by Commissioner Nelson and seconded by Commissioner Butler, passed by voice vote.
Jacob Hawkins, a planner with the department, told commissioners the applicant purchased adjacent parcels, secured a rezone to R‑1‑12 (transcribed in the record as "R112"), and proposed dividing roughly 3.11 acres into four lots, including two flag lots. Hawkins said the proposal "complies with the R‑1‑12 zoning requirements" and that the flag lots meet the increased minimums required for flag configurations (he cited an 18,000‑square‑foot minimum for flag lots versus about 12,000 square feet for a standard R‑1‑12 lot).
Commissioners pressed staff and the applicant about existing drainage and grading on the site. Paul Watson, the project engineer representing the applicant, said there is an existing drainage swale at the back of the lots that carries water to the north and described a small swale intended to address localized grading: "We do have a small swale that we were putting in there ... but the mass amounts of water come down, hit the metro corridor, and then head to the north." Watson also said that when individual lots proceed to development they "will have to come back to you again for a site plan" and that each lot would provide its own on‑lot retention to manage stormwater.
The commission added on the record that planning, engineering and fire department requirements must be met before final approvals proceed. The motion approved the preliminary plat; commissioners did not state a detailed roll‑call tally, recording the result by voice vote.
The applicant named in the record is Ben Carr (the transcript contains variant transcriptions of that name). The subdivision name appears in the proceeding in multiple transcribed forms; staff referred to it during presentation with variants that are recorded in the meeting transcript. The approved preliminary plat will return for individual site plans and any additional technical reviews required by the city.
