The Capital Development Committee met to finalize its capital construction prioritization list and voted unanimously to forward the package and an explanatory letter to the Joint Budget Committee (JBC). The committee also approved a series of re-prioritizations and directed staff to renumber the list before submission.
Chair opened the meeting by noting tight budget conditions and asking members to review the staff-prepared list. Members debated several reorders during the session but agreed to submit the rearranged list and the supporting letter for the JBC. Madam Vice Chair moved to submit the prioritization list and an accompanying letter explaining the committee’s rationale; by roll call every member present voted yes and the motion passed unanimously.
The committee’s discussion included multiple targeted adjustments: Representative Winter successfully amended the list to move the Human Services campus utility infrastructure request up to the #3 spot; Senator Pelton won a separate motion to advance the Delta Correctional Facility perimeter security project from #47 to #8; the vice chair’s motion to swap West Hall and the testing-lab relocation and Representative Story’s motions to advance several higher-education renovations also passed without opposition. Staff were instructed to update the printed list and renumber entries before transmission to JBC.
Beau Pogue of Legislative Council staff told members the office will assemble the package and circulate a draft letter for member signatures; historically all six members sign the explanatory letter. The Chair said staff will schedule the JBC presentation and invited members to participate in that briefing. The committee adjourned after confirming two additional meetings are on the calendar next week.
