The Clatsop County Board of Commissioners opened the first reading and public hearing for Ordinance 26-06, which would amend Clatsop County Code section 5.2 to opt the county into the state's tobacco retail licensing program.
Kelly Bratton, the staff director presenting the proposal, said the amendment is "the first step to opting in" after a work session in October 2025. Bratton said staff has met with the Oregon Health Authority (OHA) and the Department of Revenue to notify them of the county's intent and to develop an intergovernmental agreement (IGA) for reimbursement of county work related to licensing and enforcement.
No members of the public signed up to testify either remotely or in person. A commissioner moved to continue the public hearing and hold the second reading at the board's Feb. 25, 2026 meeting; the motion was seconded and carried by voice vote.
The ordinance remains under consideration; staff flagged coordination with state agencies and an IGA as steps needed before local implementation.
