Several listeners told the program they received sharply higher utility bills for January. One caller said a bill for a large apartment reached about 17,000 rubles; another in Kazan reported a 19,000-ruble payment for a 58-square-meter apartment and described increases of two to three times previous amounts. "I will not pay it, sorry," one caller said on air, expressing disbelief at the new totals.
The broadcast noted that official measures include a two-step tariff increase that began with a 17% rise on Jan. 1, but social-media posts and regional press report much larger month-to-month jumps — in some places claimed by users as 30–100% increases. Rosstat's public inflation data were cited: store prices were said to have risen 35% across Dec–Feb, though some independent journalists told the program they believe Rosstat understates actual prices.
Economic journalist Bogdan Bakaleyko, a guest on the program, explained causes publically: a formal tariff indexation, a 2-percentage-point rise in value-added tax, uneven regional housing stock, opportunistic behavior by some managing companies, and long-term underinvestment and infrastructure wear. Bakaleyko said earlier investments promised to repair the housing and utilities sector were insufficiently executed and that funds may have been misused, contributing to current shortfalls that show up in bills.
He added that while indexation and VAT explain part of the rise (he estimated VAT as roughly a 1% contribution to inflation in simple terms), other factors — older buildings, differing utility providers and alleged local malfeasance — could produce substantially higher bills for some households. The guest said official weekly Rosstat data show short-term increases in housing-and-utilities prices and predicted that bills in February might rise further.
The segment included comparisons of Rosstat price points and supermarket prices for staples such as milk and tomatoes, and a recommendation to monitor regional announcements and seek clarifications from local utility providers.
