City staff presented an overview of a Housing Production Plan at the Feb. 10 meeting, describing a short timeline that ties the plan to the master plan and calls for a comprehensive housing needs assessment and community engagement.
Unidentified staff said the plan will include a needs assessment, affordable housing goals and implementation strategies and will require approval by both the planning board and city council following joint public hearings. The staff timeline calls for a draft of the comprehensive housing needs assessment to be available around February, substantial completion in late April or early May, and an end date of June 30.
Staff summarized preliminary findings: an aging population that is expected to decline, a high share of renters, affordability and housing-condition concerns, limited shelter and emergency housing options, and that "nearly a third of current resident households are house cost burdened," according to staff. Staff said residents expressed interest in more upper-story housing in the downtown area.
Staff listed stakeholders to be consulted during outreach, including the Gardner Housing Authority, MVOC, NewView, Communities, GEM, the Council on Aging, the veterans agent and MOC, and said community engagement would be emphasized in March.
