Beaver County commissioners heard from a department head on Feb. 11 that several county facilities have suffered ice-dam damage and blocked gutters, and staff will prepare a consolidated bid package to seek contractor proposals.
The department head (Speaker 4) told commissioners that ice has forced water between the gutter and roof because some buildings lack drip edges. “So it’s not necessarily the roof is leaking, but…they don’t have drip edge,” the speaker said, describing repeated ice jams on magistrate buildings, Victory House, the Community Development Building and the Department of Public Works facilities.
Commissioners and staff discussed past cost estimates for repairs. Speakers referenced an earlier metal-roof estimate of about $1,000,000 and other prior figures near $270,000; another ballpark figure mentioned for multiple magistrate buildings was about $234,000. No date was given for those prior estimates and speakers cautioned the figures may be out of date.
Several commissioners said bundling repairs into one procurement could yield better contractor pricing. Staff indicated there are limited short-term fixes given the volume of snow and ice, noting temporary measures like interior buckets and dehumidifiers to manage moisture until repairs can be completed. No formal vote was recorded in the transcript; the discussion ended with consensus to move forward with preparing the bid package for board consideration.
