WARREN, Ohio — The Board of Trumbull County Commissioners on Feb. 5, 2026 approved a package of routine contracts, personnel actions and policy updates, including a one-year municipal advisory agreement, consultant services for an Emergency Management Agency relocation and adoption of an updated county stormwater manual intended to reflect new Ohio Environmental Protection Agency requirements.
The board voted unanimously to hire MAS Financial Advisory Services, LLC as a fiscal consultant under a municipal advisory agreement that includes an $8,000 retainer and runs from Feb. 5, 2026, through Feb. 4, 2027. Commissioners also accepted a professional-services proposal from Baker Bednar Snyder and Associates to prepare technical specifications for the Trumbull County Emergency Management Agency relocation and improvements project in Cortland, not to exceed $21,400; President Tony Bernard was authorized to execute the agreement.
The meeting’s most consequential policy action was adoption of a revised Trumbull County drainage, stormwater management and Soil and Water Conservation District stormwater pollution prevention plan/manual. According to the board, the manual was updated to reflect the Ohio EPA’s new water-quality volume requirements and to better define roles between the county engineer’s office and the Trumbull County Soil and Water Conservation District; public hearings on the update were held Jan. 28 and Feb. 4, 2026.
Other votes approved routine procurement and personnel items: advertising sealed bids for asphalt concrete, asphalt emulsion and bituminous materials for the 2026–27 contract year; authorization for the Planning Commission to mail bid notices for the 2025 HSTS reserve program (sanitary lateral household connections); the purchase and installation of a replacement stove/oven for the Juvenile Justice Center for $12,253; and a personnel appointment of Michael Posarczyk as a draftsperson for the Trumbull County Sanitary Engineers Department, effective Feb. 12, 2026.
The board also approved Modification No. 3 to the engineering agreement with Engineering Design Group LLC for the Elm Road Water Improvements (County project 2W-16 in Bezzetta Township), adding $7,400 and revising the contract total to $648,964.32. The modification adds an orthophosphate feed system and additional pump-station modeling to help ensure at least 60 PSI at the northern terminus of the existing Elm Road water main.
In personnel and appointments, commissioners approved the appointment of Scott Lynn to the Western Reserve Port Authority for a four-year term beginning Jan. 1, 2026. Commissioners noted Lynn’s airline experience and his prior service on the board as factors in the decision and discussed ongoing efforts to attract commercial or private airline service to Youngstown Airport in coordination with Youngstown State University programs.
The board also acknowledged the retirement of Hubbard Township trustee William (Bill) Coletta and approved a resolution honoring his service. Coletta, who served as a township trustee beginning in 2022 and worked 43 years at Ohio Edison, addressed the board, saying, “That’s overwhelming to me. I didn’t expect that at all,” and thanked county staff for their assistance.
During the public-comment portion of the meeting, Trumbull County Transit Administrator Mike Sal announced a public meeting at 1 p.m. to discuss the future of public transportation; Gary Newbrow, the Trumbull County Sanitary Engineer, distributed information packages for the upcoming Blueprint 2 public hearing.
