Waverly wastewater agreement nears completion; county eyes truck-route study and property disposition

Morgan County redevelopment staff said a long-running Waverly wastewater agreement is close to a substantially complete form and will be forwarded to the County Commissioners and the regional sewer district for final review.

Speaker 2, reporting on the Waverly agreement, said the core terms are not expected to change but several exhibits remain to be finalized. "We could be looking at a closing as early as May, as late as July right now," Speaker 2 said, and added that Parkinsville/Bartersville bond closings and State Revolving Fund (SRF) financing will affect the final schedule.

The commission also received an economic-development update: staff reported one property appraisal received and another pending for potential disposition, renewed interest in the Waverly/Bridgepoint area and emerging interest around the Henderson Ford interchange. Chelsea (economic development staff, first referenced later in the meeting) described early-stage coordination with Mooresville on a western truck route around Morrisville to reduce heavy truck traffic on Bethel Road, a largely residential corridor. She said the redevelopment commission paid for a preliminary route study.

The commission noted a potential conflict: Don Adams was identified as previously involved in route discussions and has recused himself because he lives on Bethel Road. Legal counsel (Adam) said he will continue to track legislation affecting county projects and notify the commission of any developments after the legislative session or sooner if urgent.

Commissioners did not take formal action on the Waverly agreement at this meeting; staff said the item is expected to return to a future meeting once exhibits are complete and after review by the County Commissioners and the regional sewer district.
