An unnamed participant who spoke from the dais said the meeting could not proceed and described efforts to attend: “In the last 24 hours, I’ve taken 3 flights, landed in Orlando, fought traffic all the way down here to make it to this commission meeting,” the speaker said, adding that other commissioners had left the dais. The speaker said, “We do not have a quorum” and later, “We will not be having a meeting tonight.”
With deadlines on several agenda items, commissioners and staff discussed scheduling a special meeting to handle outstanding business. Participants agreed to set a special meeting for Feb. 20 at 6 p.m. Several speakers emphasized that some items on the agenda—including a signed variance and a second-reading ordinance—are subject to public-notice rules and newspaper advertising cycles.
Clerk remarks recorded in the meeting noted timing constraints: a signed variance must be advertised at least seven days before hearing, and a second-reading ordinance requires a 10-day advertisement period tied to the municipality’s newspaper circulation schedule. Staff and commissioners discussed placing the redistricting ordinance on an earlier workshop agenda slot to meet the 10-day notice requirement.
Speaker 5 suggested using the special meeting for the redistricting ordinance’s second reading; staff cautioned the item needs separate advertisement. A question about the capital improvement element prompted one speaker to confirm a year-end deadline: the capital improvement element must be submitted to the Department of Commerce by Dec. 31.
The meeting ended without votes or formal actions on agenda items. The final announcement recorded the time as 7:19 p.m. and stated: “The meeting is adjourned because we have no quorum once again.”
