The Glendora City Council on Feb. 10 unanimously approved two public-works contracts and affirmed January disbursements.
The council voted to award a professional engineering services agreement to Civiltech Engineering, Inc., for a water reservoir assessment and design project in an amount not to exceed $352,840, with a recommended 10% contingency of $35,284. Assistant Public Works Director Paul Zampielo said the work responds to the 2023 water master plan, which identified safety, water-quality and site-improvement needs across the city s seven reservoir sites. He told the council the RFP drew two qualified bidders and that the other bid from Bradley & Associates was "almost double," believed to be over $500,000.
"Once council has approved, Civiltech will begin design efforts," Paul Zampielo said, estimating about six months for the assessment and design phase and showing staff will coordinate the work to prepare bid-ready construction documents.
On a separate item the council approved a standing on-call asphalt repair and maintenance agreement with PAVECO Construction Inc. not to exceed $850,000 per fiscal year, with a 10% contingency of $85,000. Zampielo said approximately $600,000 of the annual contract would be charged to water operations and the remainder to gas-tax funding; actual spending depends on the number and scope of patches completed.
Councilmembers asked why the city was using a contractor rather than relying on in-house street crews. Zampielo said the city averages roughly 300 utility-related patches per year and that bringing that volume in-house would tie up street-division staff and reduce capacity for other city street work. Councilmember Shauna asked about patch sizes and limits; staff said patch size varies by repair and the contract was structured to pay by quantities (square footage) to get best value.
Votes and motions: A motion to approve the Civiltech contract was made by Mayor Pro Tem Karen Davis and seconded by Councilmember Shauna; the motion passed 4-0. For the PAVECO contract councilmember Michael Alawas moved approval of multiple agenda items (items 1 through 4 as presented) with Councilmember Karen Davis seconding; the motion passed 4-0.
The council also approved the consent calendar, including disbursements for January 2026 totaling $4,290,954.08.
