The Planning and Development Board on Feb. 10 voted to recommend rezoning several parcels to FH2, and approved a companion site plan and a curb‑cut variance, for Hollywood 9 Phase 2, a mixed‑use project that would add about 198 residential units and roughly 6,400 square feet of commercial space near Young Circle.
Staff described the two companion items (25Z52A and 25DPV52): a rezoning request to change about 1.11 acres from PS3 to FH2 and a site plan/variance for a multi‑building mixed‑use project on the adjacent parcels. The proposed development includes a tower podium and tower massing with approximately 13 stories at roughly 138 feet and podium setbacks consistent with FH2 standards; staff found the proposals met the zoning and comprehensive‑plan criteria and recommended approval subject to a set of conditions to be finalized during permit review.
Attorney Steve Geller and architect Alfonso Hurel presented for the applicant, noting Phase 1 of Hollywood 9 had been previously approved and built and describing the retail placement, parking screening and landscaping strategies for Phase 2. The applicant accepted staff conditions and agreed to work with the neighborhood on palette and garage‑facade treatments. The project team told the board the city's engineering division had reviewed the curb cut and signed off through the development‑review process.
Board members discussed historic district context, downtown/Young Circle zoning, garage screening and tree canopy; staff said there is no historic‑district overlay over the site and that the proposed setbacks, height, density and floor‑area ratio comply with FH2 standards. The board voted to recommend approval of the rezoning to City Commission, then approved the curb‑cut variance, design and site plan (motions carried and conditions accepted). The approvals include staff conditions A–F and staff indicated they had added two additional conditions during final coordination; the applicant agreed to satisfy those conditions in permitting.
The rezoning recommendation will be transmitted to the City Commission for final action; the site‑plan approvals and variance will proceed with the conditions attached to the city's administrative files.
