The Webster Groves Historic Preservation Commission on Feb. 10 approved a demolition request for 326 East Glendale after the purchaser described severe structural issues and unusual underpinnings.
Pam Townsend, who said she purchased the property, told commissioners she intends to demolish the existing house and pursue new construction to sell the lot rather than attempt a renovation. "I purchased the property...I think that maybe construction's best," Townsend said, adding the house would require extensive attention to be habitable.
Commissioners pressed for details about the home's condition. Members and Townsend described the structure as being set on blocks rather than a conventional foundation; during review, a contractor and members noted what they said was a vintage car chassis beneath the slab. One commissioner characterized the parts as dating to the Model T era. Members expressed surprise and said the discovery changed the dynamics of considering rehabilitation.
Hilary Perkins moved to approve the demolition request; the motion was seconded and carried by a voice vote. The chair announced the demolition request approved. The commission did not record a roll-call tally in the meeting transcript.
After the vote, staff asked Townsend to submit photographs and to email documentation about the chassis and other structural findings. Commissioners and members also discussed preserving photographic records of the unusual condition for the commission's files.
The commission's action authorizes the property owner to proceed with demolition subject to any administrative requirements the city enforces outside this hearing. The commission did not identify any local ordinance or statute during the discussion that would alter that permitting process. The meeting minutes will reflect the commission's approval and any follow-up submissions by the owner.
