The City of La Porte Sustainability Commission met to review recommendations from the Climate Action Plan and identify which actions to pursue first. Commissioners focused discussion on electric-vehicle infrastructure, tree canopy protections and a possible green building ordinance as near-term priorities.
"We should be looking into grants that we can get to fund those chargers," said Speaker 1, proposing the commission research funding options for EV chargers. Speaker 2 said they had forwarded an email from ChargePoint and would respond with basic community numbers so the vendor could provide pricing estimates: "If they respond, I'll just forward it on to the commission, and then we can talk about it at the next meeting," Speaker 2 said.
On building standards, Speaker 1 summarized a proposed Green Building and Energy Efficiency Ordinance that would apply to new construction and major renovations and could include minimum energy performance, LED lighting, smart thermostats, and mandatory energy benchmarking and annual public reporting for large buildings. Speaker 2 volunteered to consult the city attorney on what the city can legally require and whether existing standards could be revised.
Commissioners also discussed a Tree Canopy and Tree Protection ordinance to improve shade, reduce heat and require replacement plantings for removed trees. "A few years ago, they did a survey of all the trees in town," Speaker 3 said, and recommended asking city staff (Tucker) for the tree inventory to inform any ordinance.
Other recommendations the commission reviewed included low-impact development standards (permeable pavement, bioswales and rain gardens), heat-resilience measures (shade requirements for large lots and cooling-center access), waste-reduction strategies (education first, with potential compost pilots), green procurement preferences and solar-access measures for residential and commercial roofs.
Members agreed on a set of follow-ups: Speaker 2 will collect vendor pricing and ordinance examples, and commissioners will ask city staff (including Tucker and Devin) for technical details on stormwater, tree inventories and existing procurement/fleet policies. The commission set its next regular meeting for March 24 and discussed scheduling an ad hoc working session in the interim to review staff answers.
The meeting concluded with an adjournment motion moved by Speaker 4 and seconded by Speaker 1.
