Weld County commissioners on Dec. 24 approved a package of contracts and intergovernmental agreements, including a design and engineering contract for a backup emergency communications building, a 2026 workers’ compensation insurance policy and several county banking and investment designations.
Toby Taylor of the county purchasing division told commissioners the low bid for bid B250139 — design and engineering services for a backup emergency communications building at 3105 35th Avenue in Greeley — met specifications. "The low bid is from Markley Design LLC and meet specifications. Therefore, the Facilities Department recommends award ... in the amount of $106,450," Taylor said. The board approved the award by motion, with a unanimous vote.
Jamie Orrick of the Department of Human Services asked the board to approve Contract ID 10156 with Language Line Services (DBA Language Line Solutions) to provide interpretation and transcription services "for the clients of Weld County," Orrick said. Commissioners moved, seconded and approved the contract unanimously.
Kelly Loeffler of Human Resources presented Contract ID 10188 and referenced Policy 4234402 as the basis for binding 2026 workers’ compensation coverage. "Pinnacle provided a policy with a total premium cost of $477,490 which is a 3% increase from 2025," Loeffler said, and recommended the board sign the proposal and collateral agreement. The board voted to approve the policy.
The commission also approved administrative finance actions, including a resolution designating brokers and dealers to handle county investment transactions and a separate resolution naming banks and money-market accounts as official depositories for Weld County funds. Staff noted these were the resolutions discussed at a prior meeting.
An intergovernmental right-of-entry agreement (Contract ID 10198) was approved to allow the City of Greeley’s contractors to remove asbestos from properties at 912 and 918 10th Street; staff indicated work was expected to begin around Jan. 5. The board approved Amendment No. 2 to an existing IGA for improvements at 0 Street and 59th Avenue, which adds a mill-and-overlay for Weld County Road 31; the transcript records the county portion as "not to exceed $1.1300000.0" (verbatim from the record).
Commissioners also approved Contract ID 10200, an IGA with the Colorado Department of Transportation related to County Road 17 and an interchange rebate project. Multiple commissioners praised county staff, singling out Evan Pinkham and the public works team for their work on the project.
The board authorized two external advocacy contracts: a lobbying agreement with Colorado Legislative Services LLC (DBA Colorado Legislative Strategies) and a client engagement agreement for federal advocacy with Purple Label Government Solutions LLC. All motions on the Dec. 24 agenda were approved by voice vote; the meeting concluded with public holiday remarks and an adjournment.
