Utah House advances swath of bills on Feb. 10: committee reports adopted, several third‑reading measures pass

SALT LAKE CITY — Floor action in the Utah House of Representatives on Feb. 10 included the adoption of several committee reports, the assignment of bills to standing committees and a series of third‑reading votes that moved a number of measures toward final passage.

Committees reported favorably on a range of bills. "Respectfully, Corey Malloy, committee chair," read the clerk as the Business, Labor and Commerce Committee recommended replacement and favorable action on HB41 and related bills; the House adopted that committee report. Other committees — including Economic Development and Workforce Services, Education, Health and Human Services, and Rules — reported dozens of favorable recommendations and substitutions and the House adopted those reports as well.

On the concurrence calendar, the House concurred with Senate amendments to the first substitute of HB21 (senior care facility amendments) after sponsor Representative Tiara Auxier explained a change in when notifications are issued if a company takes over an assisted‑living facility; the House passed HB21 69–0. The House also concurred with amendments to first substitute HB69 (drinking water restructuring) and passed that bill 68–1.

Not every measure advanced. Representative Fitzsimmanu explained a short Senate amendment to HB98 clarifying the measure does not apply to domestic violence shelters, but the House voted to reject final passage of first substitute HB98, which failed 29–40 and was sent to staff for filing.

Other third‑reading passage included HB215 (landscaping restrictions and defensible space protections), which passed 72–0, HB222 (limitation of actions tied to energy claims), passed 63–8, and HB314 (firearm purchase paperwork cleanup), passed 64–4. Many of the floor actions moved bills to the bottom of the third‑reading calendar or sent them onward to the Senate for consideration.

The House adopted the Rules Committee report and the Speaker assigned a broad set of bills to standing committees. The floor adjourned for a recess until 2 p.m., with lawmakers noting a busy afternoon schedule.
