The Chelsea Zoning Board of Appeals voted to allow an existing catering business on Broadway to expand operations to include takeout and delivery service, subject to conditions.
Francois and Jonathan Noel told the board they do not intend to add in‑store seating or new cooking equipment and that most transactions will be quick pick‑up or delivery. The applicants said deliveries and supply pickups are handled from a small adjacent lot and that they can serve customers at the curb or bring orders to customers’ vehicles.
The planning board recommended approval with standard conditions: no on‑site seating for customers and a non‑illuminated sign. Board members asked about delivery logistics, parking for supplies and how the applicant would avoid curb congestion. The applicants said they use nearby parking and have used curb delivery methods before.
Board member Marilyn Vega Torres moved to approve the special permit with the planning board’s stated conditions; the motion passed. Staff told the applicants the formal written approval will be issued in the next few weeks and the decision will be filed with the city clerk, after which the 20‑day appeal period begins.
The board noted meals tax obligations and that the expansion is consistent with the property’s current commercial use.
