Representative John Voss (District 147) introduced House Bill 17-86 to increase the threshold that allows the Missouri State Highway Patrol colonel to make one-time purchases of vehicles, watercraft and aircraft from $100,000 to $500,000 without a separate General Assembly appropriation.
"We're trying to increase the authorization amount that the highway patrol can use to make purchases of vehicles, watercraft, and aircraft from $100,000 to $500,000," Voss said, adding the Department of Public Safety operates with roughly a $1.2 billion budget and that specialized watercraft and equipment now commonly exceed the statutory cap.
Lieutenant Alex Vivas, chief of staff for the Missouri State Highway Patrol, testified in support and gave cost examples: he said a boat the Patrol deploys at Lake of the Ozarks can run about $365,000 and that armored vehicles and bomb-truck vehicles can exceed $400,000. Vivas told the committee that purchases funded from the Park/Patrol revolving fund still follow state procurement rules and that the bill would reduce the need for frequent appropriations requests to the General Assembly.
Committee members raised alternatives and concerns during questioning. Representative Davis noted that adjusting the 2013 $100,000 figure for inflation would suggest a much smaller increase (about $139,000), while Representative Terry asked why the sponsor proposed $500,000 rather than an intermediate figure such as $300,000. Voss said he chose a higher threshold to give the colonel fiscal runway to avoid returning frequently for appropriation authority and said he would entertain recommendations for a different number.
No witnesses testified in opposition. Committee members signaled broad support but asked staff to provide follow-up detail on fund balances and historical purchase amounts before the bill proceeds.
