The Township of Washington planning board reviewed a new monthly report that lists conditional-approval items and the status of prerequisites for release of building permits.
Board members said the report — prepared at the request of Michael Morata — will be useful as an ongoing reference to track outstanding conditions and next milestones. Staff and the board engineer described the report as focused on items needed before the building permit release milestone; construction-phase items were not included in the current version.
Members asked for clarification on items marked "on hold," citing winter weather that has delayed backyard inspections. The board agreed the report should come to regular meetings so members can follow up on inspections and enforcement timelines.
On the specific case of 662 Jefferson, staff said they had issued a stop-work review after observing construction activity. The engineer reported that the applicant changed the building orientation and realigned driveways; a waiver from the county soils authority (Bergen County Soils) and a recently submitted local soil-movement permit are outstanding. Staff said they expect to be able to advise within days after reviewing the soil-movement filing.
Members discussed enforcement options if required work is not completed after a reasonable period following seasonal restrictions (for example, the road-opening permit restriction until April 15). Staff noted rescinding a certificate of occupancy can be an enforcement step but that judges assess reasonableness and prior notice when such actions are litigated.
The board asked staff to continue issuing the monthly status report and to flag items that may require enforcement letters or further action if not resolved after seasonal constraints ease.
