Lancet said he had prepared a draft based on internet research and sought the board’s input while legal counsel completes a review.
Board members offered a range of views: one member questioned whether Charlton actually has a problem and warned the policy might create an unnecessary headline; others said the draft would make existing obligations clearer and could provide the town administrator with explicit backing in case staff are asked to interfere with federal actions. Concerns included whether the draft is a policy or a procedure, overlap with employee handbooks, volunteer implications, and potential need for union or HR review.
Stephen Sage, chair of the Charlton Public Library Board of Trustees, urged the board to allow time for public review and legal advice, and noted the draft contains protective provisions requiring legal process before disclosing records: "There are a number of protective parts of this that clearly state that things have to be done under law," he said.
The board agreed to continue the discussion and to seek further legal review; members suggested shortening the policy to a higher-level statement and moving procedural detail into a separate procedure document.
