The North Clackamas Parks and Recreation District asked the board Feb. 10 to place an intergovernmental agreement (IGA) with the Oregon Department of Transportation on the Feb. 12 consent agenda. NCPRD Director Kia Celi told the board the IGA will fund a trails network plan to identify new trail segments, design concepts for safety and accessibility, potential code updates and grant-application tools. The agreement value is $341,357 for 15 months; the district will provide an in-kind match of approximately $35,000 of staff time and no county general fund was requested.
Celi said the trails network plan builds on community feedback from the system plan process the board approved last fall and will include a robust engagement plan with focus groups and community meetings; staff expect to complete the plan by 2027. Commissioners asked for clarification that the $35,000 match is in-kind staff time; several commissioners praised staff’s stewardship and supported moving the IGA to the consent agenda for final approval at the Feb. 12 business meeting.
