The ordinance had been given a first reading in an earlier meeting. At the Feb. 9 session council members said staff had been asked to provide examples of administration and reconciliation procedures but the examples had not yet been reviewed. A motion was made and seconded to table the ordinance “until further notice” so members can examine those administrative details before taking a final vote.
No vote totals beyond a unanimous voice vote were recorded in the meeting transcript. Council members indicated they wanted clearer guidance in the ordinance text on which town official (the clerk/treasurer) would reconcile accounts, how periodic reviews would be conducted, and what termination procedures would look like before enacting the change.
