A representative of the Tippecanoe & Chapman Lakes Regional Sewer District updated the Kosciusko County commissioners on Feb. 10 about the Webster Lake sewer project and asked the board to accept a petition to include a small additional parcel in the project service area.
The district said it received a $5,000,000 award from the state revolving fund and plans to cover the remaining project costs with about $2,000,000 in low-interest loans. The presenter said the Web ster Lake service area will likely contain about 200 customers and that last year’s grant and prior county seed funding made the project economically feasible.
At its board meeting the night before, the district adopted a proposed rate structure that sets the monthly charge for a single-family dwelling at $110. The presenter said the district expects final closing on the state revolving fund loan and grant in March, to be under contract with a construction contractor in April, and to complete construction about a year to 13 months later with an operational target of May 2027.
The district asked commissioners to approve adding a small parcel owned by a property owner named Misko (parcel ID included in the petitioner’s materials) into the Webster Lake territory; the property owner signed a grinder-station easement and a vacant-lot agreement required for the system. Commissioners moved, seconded and approved accepting the petition.
What’s next: Final closing with the state revolving fund and contractor mobilization are the next project milestones the district described. The district said customers will be notified when connections are required and that about 90 percent of a separate Kirby Chapman system’s 1,800 customers are already connected.
