The Washoe County Board received a presentation from Neoma Jardin, executive director of the Downtown Reno Partnership, who described the organization's work as the region’s business improvement district. Jardin said the nonprofit is funded by property assessments across 110 downtown blocks and supports cleaning operations, ambassador patrols, security guards, marketing and small-business outreach.
Jardin highlighted performance metrics from 2024–25: roughly 468,000 pounds of trash removed from public spaces; almost 960 graffiti removals; approximately 955 rides to shelters and social services; and ongoing power-washing, beautification and event support. She told the board security guards deployed in late 2024 have helped relieve calls to police and the partnership coordinates closely with county staff, animal control and the assessor’s office.
Commissioners praised the program and discussed jurisdictional coordination with the city and county for public-safety and sanitation issues. Jardin said the DRP is the only fully established BID in Nevada and that other communities are exploring similar models.
