After roll-call votes were called in order of nomination, council officials stated that Jackson had received three votes and announced her as the new council president. The council then proceeded to elect a vice president under the same rules; nominations produced Angela Blake and Sharon Shields and the council confirmed a vice president by voice vote.
Council members debated whether the city charter limits the frequency of reorganization but the presiding official read the adopted rules and called the vote. No formal written objections to the process were recorded in the meeting transcript. The reorganization took effect immediately and the newly installed president presided over the remainder of the session.
